He is a graduate of the Faculty of Law at the Universidad Nacional Autónoma de México (UNAM); master in Law from the Universidad Nacional Autónoma de México; specialist in Constitutional Law and Political Science from the Centro de Estudios Constitucionales in Madrid, Spain; specialist in Human Rights Law by Universidad Complutense de Madrid, Spain. Also he has studies in the following fields: European Institutions (Jean Monet Chair), Amparo, Tributary Law and Commerce Arbitration (ITAM), International Commerce (KANSEI) and International Humanitarian Law (Universidad Complutense de Madrid), among others. In his academic experience, has taught undergraduate, graduate or masters in various institutions like the Universidad Nacional Autónoma de México (UNAM), the Instituto Tecnológico Autónomo de México (ITAM), Universidad Panamericana, Universidad Iberoamericana (UIA), Universidad Anahuac del Sur, Centro de Investigación y Docencia Económicas, Universidad Autónoma de San Luis Potosí, Universidad del Valle de México, the Latin American Faculty of Social Sciences, the National Institute of Graduate Studies in Law, the Center for the Study of Public Decisions, the national institute of superior studies in criminal law and the Barra Mexicana, Colegio de Abogados, A.C. (Mexican Bar Association), among others. He has made several publications and conferences related to legal issues. In his experience, he worked at the Federal Judicial Power, in the Eighth District Court for Administrative Matters and Ninth District Criminal Court, both in the Distrito Federal, he was an attorney at “Luna González y Pérez de Acha, SC “, he worked as an advisor to the Cámara de Diputados and the Senate, an external adviser to the Secretaría de Gobernación, Procuraduría Federal del Consumidor, Instituto de Seguridad Social del Estado de México y Municipios, Congress of Tabasco State, Órgano Superior de Fiscalización del Estado de Tabasco, among other public institutions, was Director of Legislative Studies ” Servicios de Cabildeo, S.C.”, a partner at the law firm “De Silva y Zamora, S.C.”, Sub-coordinator of the Committee on Constitutional law and Amparo of the Barra Mexicana, Colegio de Abogados, A.C., Council member of the Universidad del Valle de Atemajac (in Tabasco), Alternate Councilor of the Centro de Arbitraje de México, among other activities. He is currently a founding partner of the Firm “De Silva, Consultores y Abogados, S.C.”, member of the Legal Advisory Firm “Serleg, S.C.”, President of the Administration Council in the Centro de Arbitraje de México, Council member of the Centro Jurídico para los Derechos Humanos, Coordinator of the Committee on Constitutional law and Amparo of the Barra Mexicana, Colegio de Abogados, A.C., member of that Bar, of the Ilustre y Nacional Colegio de Abogados de México, A.C. and of the Barra Guanajuatense Colegio de Abogados, A.C., among other professional activities.
